The "Expel Illegal Chinese Police Act of 2025" mandates the President to impose sanctions on specific entities and individuals associated with the People's Republic of China's police and law enforcement. This includes provincial and municipal police departments, their senior leadership, and any foreign persons directly involved in establishing or maintaining a Chinese police presence within the United States. The bill also targets those acting under the direction of China's Public Security Bureau or the United Front Work Department with the intent to covertly monitor or intimidate individuals in the U.S. The sanctions described in the bill are twofold. For targeted foreign persons, the President must exercise powers under the International Emergency Economic Powers Act to block and prohibit all transactions in their property and interests within U.S. jurisdiction. For targeted aliens, including employees of these departments and their immediate family members, the bill mandates that they be inadmissible to the United States , ineligible for visas, and their existing visas be immediately revoked. The President retains a limited authority to waive these sanctions on a case-by-case basis for periods not exceeding 30 days, provided a certification is made to Congress that such a waiver is vital to U.S. national security interests. Furthermore, the bill directs all federal agencies to prohibit participation in investigations not initiated by the U.S. Government concerning these foreign persons, unless deemed vital for the health, safety, and well-being of U.S. citizens.
