The "Save Our Shipyards Act of 2025" (SOS Act of 2025) establishes the National Commission on the Maritime Industrial Base , also referred to as the SOS Commission. This Commission is mandated to conduct a comprehensive investigation and study into the current condition of the United States maritime industry. Its primary focus includes assessing the needs of the U.S. military, specifically concerning shipyards, shipbuilding, repairs, harbors, and the skilled workforce, while also identifying any impediments to a strong and competitive domestic maritime industry. The study will also project how the industry's condition is likely to change over the next 10 years. Based on its findings, the Commission will develop and recommend policies to the President and Congress. These recommendations are intended to achieve a strong U.S. maritime industry that supports national defense, revitalizes the naval fleet, fosters a viable shipbuilding sector, and reduces the loss of seafaring and shipbuilding jobs. The Commission will specifically address matters such as the adequacy of skilled maritime labor, the impact of tax and regulatory burdens, incentives for investment in U.S. shipyards, and the effects of foreign government subsidies. Composed of 15 voting and 7 non-voting members, the Commission is required to submit a report with its recommendations within one year of its first meeting, after which it will terminate.
