This legislation, titled the Law Enforcement Support and Counter Transnational Repression Act, amends the Homeland Security Act of 2002 to establish a new public service announcement campaign. The Secretary of Homeland Security, through the Office of Partnership and Engagement, will direct this campaign to educate the public and international allies on the issue of transnational repression and associated terrorism threats. It will also inform victims about available resources, including how to anonymously contact the Federal Bureau of Investigation to report suspected acts, with campaigns carried out in relevant languages. Furthermore, the bill mandates that within one year of enactment, the Secretary, in coordination with the Under Secretary for Science and Technology, conduct research and development. This research will focus on technologies and techniques to enhance the Department's support to Federal, State, local, Tribal, and territorial officials in countering transnational repression and related terrorism threats, while adhering to constitutional, privacy, civil rights, and civil liberties protections. Transnational repression is defined as actions by a foreign government or its agent to coerce, harass, or threaten individuals in the United States or U.S. persons, including efforts to suppress First Amendment rights or commit extrajudicial killings.
