This bill aims to restrict United States financial contributions to international environmental agreements based on China's classification within those frameworks. Specifically, it prohibits the obligation or expenditure of Federal funds for the Montreal Protocol on Substances that Deplete the Ozone Layer. This funding prohibition for the Montreal Protocol will remain in effect until the Parties to the Protocol amend their decision to remove the People's Republic of China from its definition of developing countries . Similarly, the bill blocks the use of Federal funds for the operations and meetings of the United Nations Framework Convention on Climate Change (UNFCCC). Funding for the UNFCCC will be withheld until the Parties to the Convention include China in Annex I , which typically lists developed countries. In both cases, the President must certify to the appropriate congressional committees that these conditions have been met before funding can resume.
