This legislation directs the Secretary of Commerce to first submit a comprehensive report within one year on the information and communication technology (ICT) supply chain. This report must identify critical ICT for U.S. economic competitiveness, assess the industrial capacity and economic competitiveness of United States and trusted ICT vendors , and evaluate the extent of dependence by U.S. telecommunications providers on untrusted ICT. It also requires identifying Federal actions and resources needed to bolster trusted vendors and reduce reliance on untrusted companies. Following this report, the Secretary must develop a whole-of-Government strategy to ensure the economic competitiveness of trusted ICT vendors. This strategy will include recommendations for strengthening Federal support, addressing market barriers, and outlining responsibilities for Federal agencies. It will also describe necessary changes to Federal programs, laws, and resources, all developed in consultation with trusted ICT vendors and various government agencies.
