This bill requires the Small Business Administration (SBA) Administrator to relocate at least 30 percent of its headquarters employees to offices outside the Washington metropolitan area within one year of enactment. This relocation is contingent on a determination that it will reduce costs to the Federal Government. The Administrator must ensure that new duty stations promote geographic diversity , including rural markets, and maintain adequate staffing for in-person customer service across the Administration's regions. Employees whose permanent duty stations are changed will have their pay calculated based on their new locality and will not be authorized to telework on a full-time basis . An exception is made for employees who telework full-time as a reasonable accommodation under the Americans with Disabilities Act. Other full-time teleworkers not relocated will also lose their full-time telework authorization. In conjunction with employee relocation, the bill mandates a 30 percent reduction in SBA headquarters office space , to be completed within two years. The Administrator must submit a report within 180 days detailing the implementation plan and employee numbers. This legislation also requires ongoing reporting in budget justification materials on employee distribution and supersedes any conflicting laws or collective bargaining agreements, while explicitly stating it does not create a private cause of action.
