This legislation, titled the Sanction Sea Pirates Act of 2025, requires the President to impose sanctions on foreign individuals or entities determined to be knowingly engaged in piracy. Congress finds that a recent surge in Somali pirate attacks, coinciding with Houthi aggression, has impacted global shipping markets, necessitating a robust response. It is the sense of Congress that the United States should actively work with allies to combat piracy worldwide, especially in areas like the Somali Coast and Gulf of Aden. The mandated sanctions include asset blocking , allowing the President to freeze property and interests in property of sanctioned foreign persons within U.S. jurisdiction. Additionally, individuals found to be engaged in piracy will be deemed inadmissible to the United States , ineligible for visas, and any existing visas will be immediately revoked. Exceptions are provided for compliance with international obligations, the provision of humanitarian assistance, and authorized intelligence or law enforcement activities. The President retains the authority to waive sanctions if deemed crucial to U.S. national security interests, with prior notification to Congress.
