The Public Land Renewable Energy Development Act of 2025 aims to promote wind and solar energy development on federal lands, including public lands and National Forest System lands not otherwise excluded from such development. It establishes a new framework for the disposition of revenues generated from these projects, effective January 1, 2026. Under this framework, 25% of collected revenues from bonus bids, rentals, and fees will be paid to the state where the revenue is derived, and another 25% will go to the relevant counties. The remaining 50% is allocated for federal purposes. One quarter will be made available to the Secretary of the Interior to administer the program, with a priority on expediting renewable energy permits in the revenue-generating states. The final 25% of revenues will be deposited into the newly established Renewable Energy Resource Conservation Fund . This fund, administered by the Secretary of the Interior, will support federal, state, local, and tribal agencies in regions with renewable energy projects. Its purpose is to restore and protect affected fish and wildlife habitat, corridors, wetlands, and other natural water bodies. Additionally, the fund will be used to preserve and improve recreational access to federal land and water in affected regions through agreements with willing landowners.
