The "Saving Our Veterans Lives Act of 2025" mandates the Secretary of Veterans Affairs to establish a program providing eligible individuals , including veterans and certain former members of the Armed Forces, with items for the secure storage of firearms. Upon request, participants will receive a covered item , defined as a U.S.-manufactured lockbox compliant with ASTM standards for secure firearm and ammunition storage, or a redeemable voucher for such an item. The program also provides information on the benefits of secure firearm storage and allows the Secretary to collaborate with expert entities for distribution. The bill requires the Secretary to submit an annual report to Congress detailing the program's function, the number of items and vouchers distributed, outreach efforts, and any obstacles encountered. Additionally, it directs the Secretary to develop and publish an informational video on secure firearm storage as a suicide prevention strategy and to conduct a public education campaign . This campaign will inform eligible individuals about the program's availability and clarify that participation does not affect their lawful firearm ownership rights. The bill authorizes $5,000,000 annually for fiscal years 2026 through 2036 to fund these initiatives. A crucial rule of construction specifies that the Act cannot be interpreted to collect personally identifiable information for tracking firearm ownership, require firearm registration, mandate storage, prohibit lawful firearm ownership, discourage lawful ownership, or create a list of participants.
