This legislation mandates the relocation of the headquarters of U.S. Customs and Border Protection (CBP) to the State of Texas. The Secretary of Homeland Security, through the CBP Commissioner, must complete this move by January 1, 2026 , encompassing all headquarters functions, personnel, and real assets. A key requirement is that the new headquarters must be strategically placed to effectively manage crises at the United States-Mexico border. In carrying out this directive, the Secretary is required to collaborate with the Commissioner of the General Land Office of Texas to ensure the strategic placement requirement is met. The bill also grants authority to acquire necessary land in Texas through written contracts. Any land titles conveyed for the relocation must conform to the Attorney General's standards for federal land acquisitions.
