This legislation officially designates the America's National Churchill Museum, located at Westminster College in Fulton, Missouri, as the America's National Churchill Museum National Historic Landmark . The Secretary of the Interior is authorized to establish cooperative agreements with various entities, in consultation with the State, City, and College, to safeguard the Landmark's historic resources and offer educational and interpretive programs to the public. These agreements may also include technical and financial assistance from the Secretary, while explicitly stating the designation does not affect property owners' actions or the Landmark's administration. Furthermore, the bill directs the Secretary to conduct a special resource study of the newly designated Landmark. This study will assess its national significance, determine the suitability and feasibility of its designation as a unit of the National Park System, and explore alternative preservation and interpretation strategies. The Secretary must consult with relevant stakeholders and submit a comprehensive report detailing the study's findings, conclusions, and recommendations to Congress within three years of funding availability.
