This Act seeks to restrict the President from ordering or utilizing the United States Armed Forces to invade or seize territory from Canada , the Republic of Panama , or the self-governing territory of Greenland . Such operations are prohibited unless there is a declaration of war by Congress, specific statutory authorization from Congress, or a national emergency created by an attack or imminent threat upon the United States or its Armed Forces. The bill's policy explicitly reaffirms the United States' commitment to a rules-based international order, democratic values, and honoring its alliances, while also standing against territorial aggression. Specifically, no funds available for the United States Armed Forces may be obligated or expended for these prohibited operations without meeting one of the aforementioned conditions. Even in the case of a national emergency due to an attack, the use of funds for introducing forces into hostilities is limited to a 60-day period. The Act clarifies that it does not alter the constitutional authority of Congress or the President, nor does it apply to activities approved and reported under section 503 of the National Security Act of 1947.
