This bill expresses the sense of Congress that the United States should demonstrate leadership by signing the Treaty on the Prohibition of Nuclear Weapons . It further states that the U.S. should ratify this treaty only when it is clear that such action will lead to the complete and verifiable dismantlement and elimination of all nuclear weapons worldwide under strict international control. Once the President certifies that all nuclear-armed countries have begun the verifiable and irreversible elimination of their weapons under the Treaty, the bill mandates a significant shift in U.S. policy. Funding appropriated for nuclear weapons programs would be redirected to address the climate crisis , including developing clean energy and retraining nuclear industry employees. Additionally, these resources would be used for critical human and infrastructure needs such as healthcare, housing, education, and environmental restoration.
