This authorization overrides a previous restriction found in section 8908(c) of title 40, United States Code, thereby allowing the monument to be placed in a prominent location. The bill suggests that locating the monument near the Lincoln Memorial would be a respectful extension of Lincoln's legacy and recognition of what ordinary people can accomplish for the greater good.
