CRUDE Act

This bill, titled the "Continuing Robust and Uninhibited Drilling and Exporting Act" or "CRUDE Act," significantly revises the authority of the President to impose restrictions on the export of crude oil from the United States. Its primary purpose is to make it substantially more difficult for a President to limit crude oil exports, thereby promoting continued and unrestricted drilling and exporting. Under the proposed changes, the President can only impose such restrictions if the Secretaries of Defense, Energy, and Commerce jointly find and report to the President and Congress that crude oil exports have caused sustained material oil supply shortages or sustained oil prices significantly above world market levels . These conditions must be directly attributable to U.S. crude oil exports and must have caused or be likely to cause sustained material adverse employment effects in the United States. Following this joint finding, the President must then declare a national emergency based on these findings and formally notice it in the Federal Register, while also removing other existing conditions for presidential intervention.
