This bill directs the Secretary of Homeland Security to establish a one-year pilot program aimed at preventing and mitigating acts of terrorism using motor vehicles. This program, to be established within one year, involves consulting with the automotive sale and rental industry to develop uniform standards for information collection and suspicious activity reporting, and providing vehicle operators with a threat assessment on large vehicle terrorism. The pilot program will also distribute guidance to improve the suspicious activity reporting process , including training for designated employees, and offer technical assistance for operators to access these reports. If deemed necessary, a procedure will be established for checking information against a non-classified watch list and notifying the Federal Bureau of Investigation of relevant sales or rentals. Dealers and rental companies are granted an exemption from liability for actions taken in accordance with this program. During the pilot, the Secretary and the Administrator of the Transportation Security Administration must jointly submit regular reports to Congress, assessing the program's impact on privacy and civil liberties and the potential effects of its permanent implementation. Furthermore, the Secretary must conduct a study within 18 months on collaborating with rental car and ridesharing companies to identify and address terrorism risks.
