This bill establishes a requirement for federal government entities and their employees currently situated in the National Capital Region. Specifically, it mandates that the headquarters for any federal entity located in the National Capital Region on the bill's introduction date must remain in that region. Similarly, any employee position with a duty station in the National Capital Region on that date must also remain stationed there. The only exception to this rule is if legislation is enacted into law that explicitly approves or provides for such a relocation. This measure aims to prevent the executive branch from unilaterally moving federal agencies or positions out of the National Capital Region without congressional approval.
