This bill requires the Secretary of Agriculture, through the Forest Service, to use all available resources to extinguish wildfires detected on designated National Forest System lands within 24 hours . It also mandates the immediate suppression of any prescribed fire that exceeds its planned parameters and prohibits inhibiting the suppression efforts of State or local firefighting agencies. Furthermore, the bill restricts the use of fire as a resource management tool solely to compliant prescribed fires. Backfires or burnouts during a wildfire are only permitted by order of the incident commander or for firefighter safety, and must be controlled until extinguished. "Covered National Forest System lands" are specifically defined as areas experiencing severe drought (D2-D4), a National Wildland Fire Preparedness level of 5, or those ranked in the top 10 percent for wildfire exposure.
