This legislation aims to bolster the United States' presence and influence in international organizations that establish standards for 5G and subsequent generations of wireless communication networks . It directs the Assistant Secretary of Commerce for Communications and Information, in consultation with the National Institute of Standards and Technology and the Department of State, to actively encourage and facilitate participation by American companies and diverse stakeholders. A key provision is the exclusion of entities deemed "not trusted" due to national security concerns from these efforts. To achieve this, the Assistant Secretary is tasked with both equitably encouraging participation and offering technical expertise to eligible entities within these standards-setting bodies. The bill specifies that "not trusted" entities are those determined to pose a threat to U.S. national security, based on existing government determinations. These standards-setting bodies include prominent organizations like the International Organization for Standardization, 3GPP, and the Institute of Electrical and Electronics Engineers. Within 60 days of enactment, the Assistant Secretary must brief congressional committees on the strategy to implement these directives.
