This legislation requires the Department of the Interior and the Department of Agriculture to establish online portals within one year of its enactment. These portals will be used to accept, process, and dispose of Form 299s , which are applications for communications use authorizations. The primary goal is to streamline and modernize the process for deploying communications facilities on federal lands. A communications use authorization is defined as an easement, right-of-way, lease, or other permission granted by these departments to place or modify a communications facility on covered land , encompassing both public lands and National Forest System land. Upon establishing these portals, the respective Secretaries must notify the Assistant Secretary of Commerce for Communications and Information, who will then publish links to them on the National Telecommunications and Information Administration website, ensuring public accessibility for applicants.
