SAFE Act of 2025

The "Save America's Forgotten Equines Act of 2025," or SAFE Act of 2025 , proposes to amend the Agriculture Improvement Act of 2018. Its primary purpose is to prohibit the slaughter of equines for human consumption within the United States. This expansion would add horses, donkeys, and mules to the list of animals protected from being processed for food. Specifically, the bill modifies Section 12515 of the 2018 Act by updating the section heading and subsection (a) to explicitly include "equines" alongside "dogs and cats." This legislative change would effectively ban the domestic equine slaughter industry for human food purposes.
