This bill proposes to exempt certain projects involving communications facilities from federal environmental and historical preservation review requirements. Specifically, it states that a federal authorization for a covered project will not be considered a major federal action under the National Environmental Policy Act (NEPA), nor will it be considered an undertaking under the National Historic Preservation Act (NHPA). This aims to expedite the process for restoring and improving critical infrastructure. These exemptions apply to projects for the construction, rebuilding, or hardening of communications facilities that are carried out within five years of a wildfire-related major disaster or emergency declaration by a President, Governor, or Tribal Chief Executive. The project must be located entirely within the declared disaster area and either replace facilities damaged by the disaster or make improvements necessary for recovery, prevention, or mitigation of future disasters.
Referred to the Committee on Energy and Commerce, and in addition to the Committee on Natural Resources, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
