Haiti Economic Lift Program Extension Act of 2025

This legislation aims to significantly extend the period of duty-free treatment for imports from Haiti under the Caribbean Basin Economic Recovery Act. It establishes a new termination date for this preferential treatment, pushing it to September 30, 2035 . Additionally, the bill revises specific provisions related to apparel articles, adjusting the "applicable percentage" for preferential treatment to 60 percent or more and setting quantitative limitations at 1.25 percent of aggregate apparel imports. The Act also mandates the President to restore eligibility for preferential treatment to certain articles that previously qualified under the Caribbean Basin Economic Recovery Act on December 20, 2006. These are articles that subsequently became ineligible due to revisions in the Harmonized Tariff Schedule of the United States. The President must issue a proclamation for these modifications, which will take effect only after a report is submitted to relevant congressional committees detailing the changes and their rationale.
