This bill aims to significantly increase the participation of small business concerns located in rural communities within the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. It mandates that Federal agencies operating these programs enhance their outreach efforts specifically targeting rural areas. Within 90 days of the bill's enactment, the Administrator is required to modify existing policy directives for both the SBIR and STTR programs. These modifications will compel each participating Federal agency to actively conduct and enhance outreach efforts in rural communities. The ultimate goal is to ensure that small businesses in rural areas are better informed and more engaged with the opportunities provided by these federal innovation programs.
