This legislation seeks to significantly improve the support available to individuals filing claims with the Department of Veterans Affairs. It mandates that the VA notify unrepresented claimants about the availability of assistance from accredited persons , including veterans service organizations that offer free representation. The bill requires the Secretary of Veterans Affairs to maintain an easily accessible online tool allowing claimants to search for accredited representatives, ensuring this list is updated quarterly. Furthermore, VA web portals for filing claims must include warnings about potential fees charged by agents or attorneys, linking to both the online search tool and a site for reporting unauthorized representation or excessive fees. Beyond claimant education, the legislation directs the Secretary to review and recommend improvements to the VA's processes for recognizing representatives, with a report due to Congress within 180 days. It also includes a provision to extend certain limits on pension payments from November 30, 2031, to March 31, 2032.
