African Burial Ground International Memorial Museum and Educational Center Study Act

This bill mandates the Secretary of the Interior, acting through the Director of the National Park Service, to conduct a comprehensive study. The purpose of this study is to assess the suitability and feasibility of establishing the African Burial Ground International Memorial Museum and Educational Center at the African Burial Ground National Monument in New York City. This proposed center aims to serve as a permanent memorial to enslaved Africans, reflect on the site's significance, examine African cultural traditions, and explore the institution of slavery globally. The study will also encourage collaboration with institutions like the National Museum of African American History and Culture, historically Black colleges and universities, and other educational entities. The study's requirements include analyzing the availability and cost of potential collections, such as DNA samples to trace African roots, and evaluating opportunities to understand the international slave trade and its impact. It must also assess the involvement and financial planning of local residents, businesses, and non-profit organizations, as well as public support for proposed locations within or adjacent to the National Monument. Furthermore, the study will determine the most suitable entity to operate the museum and will culminate in a report to Congress within three years, detailing findings, costs, and recommendations.
