This bill directs the Secretary of Homeland Security to notify the Commissioner of Social Security within 180 days of any change to an individual's citizenship status, immigration status, or work authorization status , for anyone issued a social security account number. This aims to ensure the Social Security Administration is informed of relevant changes impacting eligibility. Additionally, the legislation establishes an annual reporting requirement for both the Department of Homeland Security and the Social Security Administration to Congress. These reports must detail the number of notifications, average processing times, challenges faced, and the effectiveness of these notifications in preventing fraud and misuse of social security account numbers, along with coordination efforts. A core provision of this bill is the requirement that an individual must be a citizen or national of the United States to receive any benefits under the Social Security Act. This limitation applies broadly to programs such as Old-Age, Survivors, and Disability Insurance (OASDI), Medicare, Medicaid, the Children's Health Insurance Program (CHIP), and Supplemental Security Income (SSI).
Referred to the Committee on the Judiciary, and in addition to the Committees on Ways and Means, and Energy and Commerce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
