The "Lead by Example Act of 2025" proposes a significant change to the health care benefits for Members of Congress and their staff. Beginning January 3, 2027, these individuals would be required to receive all their federal health care exclusively through the Department of Veterans Affairs , effectively treating them as if they were veterans for health care eligibility. This mandate would replace their current health care options, such as the Federal Health Benefits Program or health care exchanges. The VA health care would encompass services provided at both VA facilities and authorized non-Department facilities, consistent with existing provisions for veterans' care. Furthermore, the bill directs the Secretary of Veterans Affairs and the Director of the Office of Personnel Management to jointly submit an implementation plan to Congress by September 15, 2025, outlining how this transition will occur and recommending any necessary legislative actions.
