This bill aims to significantly improve healthcare access and services in rural areas by establishing two distinct grant programs under the Public Health Service Act. The first initiative is the Rural Health Center Innovation Awards program , which offers grants to eligible entities, including existing or aspiring Federally Qualified Health Centers (FQHCs) and Rural Health Clinics (RHCs) . These grants are designed to enable centers to provide crucial walk-in urgent care and emergency triage services, acting as staging facilities for transport to emergency departments, and requiring professional clinical staff and resources like laboratories and X-ray machines. The second program introduced is the Rural Health Department Enhancement Program , which awards competitive grants to rural health departments . The purpose of these grants is to enhance the departments' capacity to deliver emergency services, triage, transport to emergency departments, and primary care, effectively expanding their role to mirror some functions of emergency departments. Both programs are authorized to receive $25,000,000 annually for fiscal years 2026 through 2030, with funds usable for facility expansion, equipment acquisition, and hiring additional healthcare providers to strengthen rural health infrastructure.
