The "One Seat Ride Act" mandates the Secretary of Transportation to undertake a comprehensive study concerning commuter rail passenger transportation , with a particular focus on services that eliminate the need for passenger transfers. This study aims to identify both the benefits of such transportation and the significant obstacles hindering the implementation of "single-seat trips" for as many passengers as possible. In conducting this analysis, the Secretary must consider various factors, including economic, logistical, and quality of life impacts . A key component of the study involves a detailed analysis of the costs and benefits associated with single-seat trips on the New Jersey Transit Raritan Valley line during peak hours, and the potential effects these changes would have on other New Jersey Transit lines. The findings of this study are to be compiled into a report and submitted to the House Committee on Transportation and Infrastructure and the Senate Committee on Banking, Housing, and Urban Affairs within one year of the Act's enactment.
