The "Protect America's Innovation and Economic Security from CCP Act of 2025" establishes a dedicated CCP Initiative within the National Security Division of the Department of Justice. This initiative aims to counter nation-state threats from the Chinese Communist Party, specifically targeting its efforts to spy on United States intellectual property and academic institutions. Key objectives include developing an enforcement strategy against "nontraditional collectors" transferring technology contrary to U.S. interests and implementing the Foreign Investment Risk Review Modernization Act of 2018. The initiative will prioritize identifying and prosecuting those engaged in trade secret theft, hacking, and economic espionage , while also protecting critical infrastructure from external threats. Furthermore, it mandates the investigation of investments made by Chinese companies listed on the Entity List or the People's Republic of China Military Companies list, with findings reported to relevant Secretaries. The CCP Initiative is designed to operate separately from other Department of Justice nation-state threat programs, ensuring its resources are exclusively dedicated to its mission. The Attorney General is required to submit annual reports to Congress detailing the initiative's progress, resource utilization, coordination effectiveness, and an assessment of economic losses to the U.S. from CCP hacking and intellectual property theft. This Act will remain in effect for six years from its enactment date.
