Protecting Life in Foreign Assistance Act

The "Protecting Life in Foreign Assistance Act" aims to significantly restrict the availability of Federal funds for activities conducted outside the United States. It prohibits funding for foreign nonprofit, nongovernmental, multilateral, or quasi-autonomous nongovernmental organizations that perform, promote, or provide financial support for abortions, including referrals, counseling, lobbying, and training related to abortion services. Similarly, the bill restricts Federal funds for domestic nonprofit or nongovernmental organizations that perform abortions, furnish items for abortions, or, within federally funded programs, promote abortions or fail to maintain complete physical and financial separation from such activities. These prohibitions also extend to organizations that provide financial support to entities engaged in these restricted activities. The restrictions encompass the transfer of Federal funds and goods financed with such funds. However, the bill includes specific exceptions, allowing for Federal funds to be used for abortions resulting from rape or incest , or when necessary to save the life of the mother .
