This legislation requires the head of each executive agency to develop and implement a plan for relocating their headquarters outside the Washington, D.C. metropolitan area. These plans, due by September 30, 2026, must identify a new location, aim to maximize cost savings , and ensure that no more than 10 percent of the agency's employees remain based in the D.C. area post-relocation. Agencies are also directed to consider any potential national security implications during the planning process. Before submission, the Director of the Office of Management and Budget and the Administrator of General Services must certify the plan's compliance with these requirements. The final implementation of these relocation plans is mandated to be completed by September 30, 2030, for all covered executive agencies, which exclude the Executive Office of the President, and also repeals an existing statute related to agency headquarters location.
