The Energy Resilient Communities Act directs the Secretary of Energy to establish a grant program aimed at improving the energy resilience, energy democracy, and security of communities, with a strong priority for **environmental justice communities**. Grants can be used for various purposes, including obtaining **technical assistance** for climate resilience planning, microgrid design, and community outreach, alongside the **development and construction of clean energy microgrids**. These microgrids are intended to support **critical community infrastructure** like schools and hospitals, and provide continuous power to **medical baseline customers** with special energy needs. Project grants prioritize those demonstrating the **greatest reduction in greenhouse gas emissions**, improved public health, or lower energy costs, and those that are **community-owned energy systems**. Further priorities include projects offering significant resiliency benefits, minimizing land use impacts, and utilizing small businesses or nonprofits from environmental justice communities. The bill also encourages **registered apprentice utilization** and mandates **"Buy American" provisions** for iron, steel, and manufactured goods used in projects. Grant recipients must pay **prevailing wages** and strive to employ local and disadvantaged workers, such as displaced energy workers or those from environmental justice communities. The Federal share for grants is generally 60%, increasing to **90% for environmental justice communities**, with an educational outreach program designed to promote participation. The Act authorizes significant appropriations from fiscal years 2025 through 2034, including $1.5 billion annually for microgrid projects, aiming for 10% to be community-owned. Annual reports will detail grant disbursements, employment data, and environmental impacts of the funded projects.
