This legislation seeks to enhance the operational flexibility and ensure the long-term financial viability of the World Trade Center Health Program. A key provision allows licensed mental health providers , not solely physicians, to conduct initial health evaluations and make certifications for mental health conditions, with the WTC Program Administrator tasked to issue regulations defining eligible categories. This change aims to streamline access to mental health care for responders and survivors. The bill significantly revises the program's funding mechanism , extending it through fiscal year 2090. For fiscal years 2026 onwards, the annual funding amount will be calculated based on the previous year's funding, adjusted by a 1.07 multiplier and the ratio of enrolled individuals. Furthermore, for fiscal year 2026, certain expenditures will be set at the greater of the previously determined amount or the prior year's expenditure increased by 25 percent, aiming to address immediate funding needs.
