Student Veteran Benefit Restoration Act of 2025

The Student Veteran Benefit Restoration Act of 2025 seeks to protect veterans and other eligible individuals using educational assistance by restoring their benefits if they attend institutions engaged in **fraudulent activities**. It mandates that payments made to educational institutions during specified periods of **misconduct**, such as when an institution was not approved or found guilty of fraud, will not be charged against the student's entitlement or aggregate benefit limit. Furthermore, the bill establishes a mechanism for the Department of Veterans Affairs to recoup funds from these institutions. As a condition for receiving VA educational assistance, institutions must agree to repay the Secretary for any benefits restored to students due to the institution's fraud or **non-compliance**. The Secretary can also file claims for recoupment of all educational assistance funds obtained through fraud if an institution is found guilty by a court, and a process for institutions to appeal repayment findings is included.
