This bill amends the Federal Water Pollution Control Act to enhance the San Francisco Bay restoration program. It expands the methods for providing funding, allowing the Director to use cooperative agreements, grants, interagency agreements, contracts, or other funding mechanisms to support projects, activities, and studies. Funding can now be provided to a broader range of entities, including Federal, State, and local agencies, special districts, public or nonprofit agencies, and other public or private entities. For non-Federal entities, the bill establishes a maximum Federal funding limit of 75 percent of the total project cost, requiring a minimum 25 percent non-Federal share . A significant new provision prohibits Federal funding for non-Federal entities that are domiciled, headquartered, or have a principal place of business in, or have agreements with, a foreign country of concern . This ensures that restoration efforts are carried out without compromising national security interests.
