This bill amends the Animal Health Protection Act to establish a new compensation program for poultry producers. It provides financial relief to owners of poultry growing or laying facilities whose operations are halted because their facility is located within a control area designated by the Animal and Plant Health Inspection Service. The Secretary of Agriculture would compensate these owners for flocks they were prohibited from growing or laying. The compensation amount is calculated based on the average income from the facility's five most recent flocks, multiplied by the number of prohibited flocks, and is reduced by any compensation received from other sources. This payment must be made within 60 days of a request, and the Secretary's determination of the amount is final. The bill defines "poultry" to include various domesticated fowl bred for eggs or meat, such as chickens and turkeys, but excludes doves and pigeons. A key exception prevents producers from receiving this new compensation if they have already been compensated for destroyed animals in the same control area during the same period.
