The "Honor and Remember Flag Recognition Act" seeks to amend title 36 of the United States Code by designating the Honor and Remember Flag as an official national symbol. This flag, created by Honor and Remember, Inc., is intended to recognize and honor all members of the United States Armed Forces who have died in the line of duty. Congress explicitly finds that over one million service members have made the ultimate sacrifice and their contributions warrant national recognition, highlighting the current lack of an officially recognized symbol for these fallen heroes. To ensure widespread recognition, the bill mandates the display of the Honor and Remember Flag at various federal locations, including the Capitol, the White House, national memorials, national cemeteries, and Department of Veterans Affairs medical centers. These displays are required on key national observances such as Armed Forces Day , Memorial Day , Flag Day , Independence Day , National POW/MIA Recognition Day , and Veterans Day . Furthermore, the flag must be displayed on any day the U.S. flag is flown at certain memorials and VA medical centers, and at post offices on the last business day before specified holidays. The legislation also requires federal agencies to issue implementing regulations within 180 days and directs the General Services Administration to procure and distribute the flags within 30 days of enactment.
