This bill significantly amends the Energy Conservation and Production Act to bolster energy efficiency efforts for low-income households. It reauthorizes the Weatherization Assistance Program (WAP) through fiscal year 2030, ensuring continued funding for critical home energy upgrades. A key change to the existing program is the increase in the average cost per dwelling unit for weatherization from $6,500 to $12,000, allowing for more comprehensive improvements. Furthermore, the bill establishes a new Weatherization Readiness Program , designed to address barriers that often prevent homes from receiving weatherization services. This program will provide grants to States and tribal organizations to fund necessary repairs such as structural, plumbing, roofing, and electrical fixes, as well as environmental hazard remediation. By making dwelling units "weatherization-ready," the initiative aims to significantly reduce the frequency of weatherization deferrals caused by unsafe or ineffective conditions. The program is authorized for $50,000,000 annually from fiscal years 2026 through 2030, and its readiness measures will not count as previous weatherization, ensuring broader eligibility.
