This legislation mandates that the Secretary of Homeland Security, in coordination with other relevant federal agencies, conduct a detailed threat assessment. The assessment focuses specifically on terrorist threats to the United States originating from individuals located in Syria who are affiliated with either a Foreign Terrorist Organization (FTO) or a Specially Designated Global Terrorist Organization (SDGT). Key elements of this assessment include identifying the country of origin for each such individual and providing a comprehensive description of their specific organizational affiliations. Furthermore, the assessment must evaluate the Department of Homeland Security's capability to effectively identify, track, and monitor these individuals, highlighting any associated challenges encountered. It also requires a description of the Department's actions taken to mitigate these identified terrorist threats and to prevent such individuals from entering the United States. Within 60 days of the bill's enactment, the Secretary is obligated to submit this completed threat assessment to the appropriate congressional committees and provide them with a thorough briefing on its findings.
