This Act amends the Export Control Reform Act of 2018 to enhance transparency in export licensing, mandating the Secretary to submit annual reports to the House Foreign Affairs Committee and the Senate Banking, Housing, and Urban Affairs Committee. These reports will detail all license applications and other authorization requests for controlled items destined for specific "covered entities," which are defined as those located in a Country Group D:5 nation and listed on either the Entity List or the Military End-User List. For each application, the report must include the submitting entity, item description, end-user details, value estimate, and the decision made. It will also provide the date, location, and results of any end-use checks conducted to ensure compliance with U.S. export controls. While aggregate statistics will be public, individual application details are exempt from public disclosure to protect sensitive information and ongoing investigations.
