This measure is designed to guarantee that every State, including the District of Columbia, retains at least one central mail processing facility. A processing and distribution center is defined as a key mail facility responsible for distributing and dispatching both incoming and outgoing mail, providing mail preparation instructions, and operating as a sectional center, general mail facility, or dedicated mail processing facility.
