This bill proposes to amend the Social Security Act by establishing a community engagement requirement for certain individuals receiving Medicaid benefits. It mandates that applicable beneficiaries engage in work, community service, or a work program for a minimum of 80 hours per month to maintain federal funding eligibility. The requirement specifies several ways to meet the 80-hour threshold, including paid employment, community service, or participation in approved work programs. Importantly, numerous exemptions are provided for individuals who are under 18 or over 65, pregnant, physically or mentally unfit for employment, parents or caretakers, or enrolled in educational programs, among others. If an applicable individual fails to meet this engagement requirement for three or more months in a calendar year, states would no longer receive federal financial participation for their medical assistance. Furthermore, states would be granted the option to disenroll these non-compliant individuals from their Medicaid programs.
