This bill mandates the Secretary of the Interior to remove all existing deed restrictions from a specific 3.62-acre parcel of land located at 2956 Park Avenue in Paducah, Kentucky. These restrictions originated from a 2012 quitclaim deed from the United States to the City of Paducah. The removal of these restrictions is subject to several crucial conditions. The City of Paducah is restricted from transferring or selling the land to any entity other than the Oscar Cross Boys & Girls Club of Paducah . Furthermore, if the land is transferred to the Boys & Girls Club, the Club must first offer to convey it back to the Secretary of the Interior, without cost, before any further transfer to another entity. Finally, any subsequent use or development of the parcel must continue to be compatible with its original intent for public use or recreation purposes .
