This bill amends the Workforce Innovation and Opportunity Act (WIOA) by establishing the Strengthening Community Colleges Workforce Development Grants Program . The Secretary of Labor will award these competitive grants for an initial period of up to four years, with potential for subsequent renewals if performance levels are met. Eligible institutions, which include community colleges and postsecondary vocational institutions, must submit applications detailing their success in employer partnerships, proposed engagement strategies, and alignment with labor market data. Priority will be given to institutions serving individuals with barriers to employment, incumbent workers needing foundational skills, those using competency-based assessments, and those seeking inclusion on eligible training provider lists. Grant recipients are required to establish or maintain an eligible institution and industry partnership with employers in targeted sectors. Funds must be used for activities such as establishing or expanding evidence-based workforce development programs, providing comprehensive career services (including navigation, coaching, and access to materials), and making program information publicly available. Additional permissible activities include improving articulation and credit transfer agreements, implementing dual enrollment programs, and purchasing specialized equipment, with a limit of 15% of funds for equipment. The Secretary will develop performance levels for grantees, evaluating them on WIOA indicators, capacity building (e.g., employer engagement, instructional techniques), program completion rates, and incumbent worker advancement.
