This legislation, known as the "Budget Process Enhancement Act," seeks to modify the federal budget process and introduce new accountability measures. It amends the Balanced Budget and Emergency Deficit Control Act of 1985 by removing the discretionary inflater from the budget baseline. Specifically, it stipulates that no adjustments for inflation or other factors should be made to the baseline, excluding only resources designated as emergency requirements or provided in supplemental appropriation laws. A key provision of the bill addresses congressional accountability, requiring that if a House of Congress does not agree to a concurrent resolution on the budget for fiscal year 2026 by April 15, 2025 , the salaries of its Members will be deposited into an escrow account. These funds will be released only upon the adoption of the budget resolution or at the conclusion of the 118th Congress, thereby adhering to constitutional requirements regarding changes in compensation. This provision also includes Delegates and Resident Commissioners. Additionally, the bill introduces accountability for the executive branch regarding budget submission. It mandates the Inspector General of the Office of Personnel Management to annually determine if the Director and Deputy Directors of the Office of Management and Budget (OMB) and the President have timely submitted the President's budget. If non-compliance is found, the pay for the OMB Director and Deputy Directors will be withheld, with no provision for retroactive compensation, effective upon the bill's enactment.
