The Commission's primary duties include submitting two comprehensive reports to the President and Congress within 18 months of its first meeting. These reports will detail a plan of action regarding the museum's feasibility, including the availability and cost of collections, its impact on existing Italian American museums, potential locations in Washington, D.C., and the possibility of integration with the Smithsonian Institution. Furthermore, the Commission must develop a robust fundraising plan , subject to an independent review, to ensure the museum's establishment, operation, and maintenance can be supported entirely by public contributions, without any reliance on federal appropriations. The Commission itself will also be funded solely through accepted contributions and will terminate 30 days after submitting its final reports.
