This bill proposes to repeal the District of Columbia Home Rule Act , which currently establishes the framework for the District's local self-governance. If enacted, the repeal would take effect one year after the bill's enactment date. The primary consequence of this legislation would be to eliminate the District of Columbia's authority to govern itself , including its elected mayor and city council. This action would effectively return direct legislative and executive control over the District's local affairs to the U.S. Congress.
