Empowering Moms Act

The "Empowering Moms Act" amends the Social Security Act to establish an updated moms.gov website as a comprehensive resource directory for pregnant and postpartum women and mothers of young children. Within one year, the Secretary must launch this platform, enabling users to find localized support services based on ZIP code and distance, and offering an assessment for personalized outreach. The website will cover a wide array of relevant resources , including health, financial aid, mental health, and information on alternatives to abortion. To populate this directory, the bill creates a grant program for states to aggregate and recommend resources, with the Secretary developing specific criteria for inclusion. A critical provision explicitly prohibits the listing or funding of prohibited entities on moms.gov or through state grants. These are defined as 501(c)(3) essential community providers primarily engaged in family planning and reproductive health that offer abortions, except in cases of rape, incest, or to save the mother's life. Additionally, the bill requires the website to provide services in multiple languages for broader access. The Secretary must regularly report to Congress on website performance, user feedback, and identified resource gaps, while also certifying compliance with the prohibited entity exclusion. Finally, the Secretary is directed to compile a public list of federal funding opportunities for eligible pregnancy support centers.
